The 8th Forum on Science, Technology and Education Policy was solemnly held in Zijingang Campus, Zhejiang University, during November 21st to 22nd, 2013.
The conference is hosted by Zhejiang University and Education Committee, Chinese Academy of Engineering, and organized by Research Institute of Development Strategy (RIDS), Zhejiang University. On the theme of “Cooperative Training Modes for Talents During the Process of Internationalization of Higher Education”, the conference aimed at Sharing the experiences of international collaborative strategy cultivation of talents from universities around the world, exploring the mechanism of future international collaborative strategy cultivation of talents, and finding the feasible solution to international collaborative strategy cultivation of talents. The conference included four subjects:” Policy analysis on the vision of international collaborative cultivation of talents and experience from Zhejiang Province”,” Perspective from UK, US and Germany on the international collaborative cultivation of talents”, ”Seminar on the topic of international collaborative cultivation of innovative engineering talents”, ” Seminar on the topic of internal and external system of university on the field of entrepreneurial talent cultivation”, and divided into three versions of universities in Zhejiang province, international universities and Zhejiang University doctoral.
Prof. Zou Xiaodong, Executive Vice President of Zhejiang University, and Lin Zhengfan, Chairman of Professional Scientific Council for Higher Education, Zhejiang Province, attended the opening ceremony and delivered speeches on the afternoon of November 21st. Prof. Xu Xiaozhou, Dean of Education hosted the opening ceremony.
On behalf of Zhejiang University, Prof. Zou Xiaodong expressed the warm welcome to the participating leaders and guests. He said in his speech that the higher education developed rapidly, and the wave of internationalization had a direct impact on domestic colleges and universities. The issues of promoting college connotative development and school management reforms still need future study. We should guide practice with theoretical research, and sum up experience constantly in practice. Through this meeting, we hope to strengthen exchanges and cooperation with other universities and counterparts, and contribute to the development of higher education in Zhejiang Province.

On behalf of Institute of Higher Education in Zhejiang Province, Lin Zhengfan gave his warm congratulations to the meeting, and expressed gratitude to delegates for their long-term support for higher education in Zhejiang Province. He pointed out that the issue of international personnel training is the focus of everyone's attention, and this meeting offered a good opportunity for us to discuss it. Gathering at Zhejiang University with the purpose of exchanging and discussing, we all hoped that we can be harvested and pass on the sprit of exchange and corporation.
After the opening ceremony was the form of universities in Zhejiang Province. Under the topic of “international collaborative cultivation of talents and experience from Zhejiang Province”, Research Fellow Li Jiefang, Director of Research Office of Policy, Zhejiang University of Technology, Prof. Wan Xiulan, Vice Dean of Institute of International and Comparative Education, Zhejiang Normal University, Prof. Gu Jianmin, Vice Dean of College of Education, Zhejiang University, delivered their speeches entitled “Exploration on Implementation of Internationalization Strategy of Zhejiang University of Technology”, “Internationalization and Talents Cultivation of Zhejiang Normal University”, and “Report on Internationalization Process of Zhejiang Province”. Prof. Zhou Jianmin, Director of Higher Education, Wenzhou Medical College, shared their experiences on internationalization and excellent medical personnel training. Other participants had a lively discussion on the theme of “Development Plan of Internationalization of Higher Education in Zhejiang Province (2010-2020)” and the development of higher education in Zhejiang Province.

On behalf of Zhejiang University, Prof. Song Yonghua expressed the warm welcome to the attentive leaders and guests present. He said in his speech that the most important issue is education, especially higher education. China had not only increased the opportunities to receive higher education for the public, but also created excellent conditions for scholars and students to study abroad during the last 10-15 years. Under the mission of becoming the world-class university, Zhejiang University had adopted a series of measures to promote international cooperation on personnel training, which coincided with the theme of “Cooperative Training Modes for Talents During the Process of Internationalization of Higher Education”. Taking this opportunity to further promote international cooperation and personnel training, we are honored to have three experts from countries in the leading position of internationalization to make general reports.

On behalf of Education Committee, Chinese Academy of Engineering, Liu Wei gave her warm congratulations to the meeting. She pointed out that in the context of globalization, economic and cultural exchanges between countries and regions are increasingly closed, and personnel exchanges are becoming more and more frequent.Internationalization of education, especially higher education internationalization has became an inevitable trend. With the exchanges and corporations between educations home and abroad, a comprehensive, multi-leveled opening educational pattern has basically formed. We should thoroughly implement the spirit of The Third Plenary Session of the Eighteen Central Committee, “proceeding from reality in everything, Summarizing domestic successful practices, learning from foreign beneficial experience, and advancing the innovation of theory and practice”. We should seriously consider how to absorb the international advanced experience, and explore the future international cooperation in personnel training mechanism. Chinese Academy of Engineering will further deepen cooperation with Zhejiang University, to provide personnel protection and intellectual support for China’s scientific development and the construction of innovative nation.

Under the theme of “Globalized Cultivation of Innovative Engineering and Technology Talents, three Ph.D. students from RIDS, Fan Huiming, Wu Jingshan, and Li Cheng delivered their speeches entitled “The Cultivation of Leadership and Entrepreneurial Ability of Engineering Talents”, “The Cultivating Mechanism of T-Type Engineering Talents”, and “The Cultivation of Engineering Talents Based on Simulation-Based Engineering & Science (SBE& S)” on the afternoon of November 22nd. Three Ph.D. students from college of education, Zang Lingling, Ni Hao, and Meng Ying, delivered their speeches entitled “Curricula for cultivation of entrepreneurial engineering talents in universities”, “Strategies for building external supporting system of entrepreneurship education in universities”, and “Organizational models of entrepreneurship education in universities”. Participants communicated with the Ph.D. students about cultivation path of engineering talents , the application of T-shaped capability to talents of other areas and entrepreneur education. In the end, Prof. Wei Jiang, Vice Dean of Research Institute of Development Strategy, Zhejiang University, made the summary to the seminary, in which he affirmed the reporting from six Ph.D. students of Zhejiang University, and then proposed his own view on research. He believed that every research should be a tagged and valuable one. A good research should include three aspects: clear research questions, good research design, and value on theory or practice. He also congratulated on the closing ceremony of this meeting , and thanked again the participants for their attendance.
